In a mixing bowl, combine the peanut butter, honey, and vanilla extract. Microwave for 30 seconds and stir to combine.
Stir in the oats, chocolate chips, and mini M&M's until everything is evenly combined.Press the mixture firmly into the prepared baking pan, smoothing out the top with a spatula.
Chill the bars in the refrigerator for at least 1 hour, or until firm.
Use the parchment paper to lift the bars out of the pan, and cut into squares.
Store any leftovers in an airtight container in the refrigerator.
